Civil Contractors Federation

au

National body representing Australia's civil construction industry.

CCF is the peak national employer body for Australia's civil construction industry, representing around 1,800 contractor and associate members across roads, bridges, pipelines, drainage and the earthworks underpinning every development.

How they got started

CCF was founded in 1982 to give civil contractors, who sit between the building sector and heavy engineering, a dedicated representative voice separate from the broader construction unions and master builder associations. The federation was established to represent employers engaged in civil construction and to advance their commercial, regulatory and workforce interests at all levels of government. The national office sits in Barton, ACT, with branches in every state and territory.

What they stand for

CCF's stated objects are to be the representative body under the Fair Work (Registered Organisations) Act for employers in the Civil Construction Industry, and to promote, protect and advance their interests. The federation advocates for a safe and sustainable civil construction industry that delivers fit-for-purpose infrastructure. Key themes include sustainable infrastructure pipelines, workforce development, fair contracting practices, and the recognition that housing supply targets cannot be met without enabling civil works.

How they help the industry

  • Civil Train: national RTO network delivering qualifications under the Civil Construction Training Package; CCF Victoria (RTO 3704) alone runs 190+ courses to 1,800+ participants annually
  • CCF Code / Certification: integrated quality, WHS and environmental management system audited by third parties such as Citation Group, TQCSI and Sustainable Certification
  • Contractor Management Systems (CMS): business management tooling built with industry stakeholders
  • National Earth Awards: flagship recognition across seven project-value categories, judged at state level then nationally
  • Advocacy: federal pre-budget submissions and state policy work on infrastructure investment and procurement

Notable initiatives

The CCF National Earth Awards 2024 recognised CivilPlus Constructions (Albino Rock Helipad & Access, QLD) and the John Holland-KBR Joint Venture with Melbourne Water (Eastern Treatment Plant Biogas Handling System). CCF published its Environmental Guidelines for Civil Construction (May 2010 edition) covering clean fill, dumping, inert wastes and contaminated soils. CCF Victoria, via Civil Train, delivers a Crystalline Silica and Asbestos Awareness course plus the nationally recognised Class B Remove Non-Friable Asbestos short course aimed at construction, civil, demolition and maintenance workers.

Why it matters for asbestos professionals

Civil contractors are one of the most common front-line discoverers of asbestos-in-soil and bonded ACM fragments on road widenings, subdivisions, pipeline trenching and remediation sites. CCF branches train and certify a large share of that workforce, including the Class B non-friable removal courses that decide which crews can legally handle a find. For asbestos consultants, hygienists and removalists, CCF is both an inbound referral network and a credibility signal among the contractors most likely to need urgent assessment, clearance and disposal support.
