Victoria runs its own Occupational Health and Safety laws rather than the model WHS laws, so its asbestos licence process looks a little different from other states. Licences are issued by WorkSafe Victoria and you apply through a myWorkSafe portal account.
Licence classes
Victoria issues Class A licences (all friable, or specific friable materials) and Class B licences (all non-friable, or specific non-friable materials). If you hold Class B and want to move up to Class A, you have to make a new application.
What the application asks for
- Business details: ABN or ACN, addresses and, depending on structure, an ASIC extract, partnership or trust deed, and ID forms.
- Licence class. Class A applicants must provide a current external OHS management system certificate related to asbestos removal, or proof of an audit by a WorkSafe OHS officer in the past six months.
- Site supervisors. For each one: an RTO-delivered supervisor course, at least two years as a WorkSafe-licensed asbestos removalist, at least six removal projects in the past two years, and a medical practitioner's report from the past two years confirming fitness for work.
- Removalists. For each worker: proof of the friable or non-friable removal course, any refresher training, and a medical report from the past two years.
- Equipment: your Class H vacuum (brand and model), respiratory protective equipment, and protective clothing or laundering arrangements.
- Licensing history and previous convictions under OHS or environment protection laws.
One note on course codes: older guides and some regulator pages still mention CPCCBC4051A Supervise asbestos removal. That unit was superseded in November 2020 by the equivalent CPCCDE4008 Supervise asbestos removal, which is the supervision unit regulators now list. If you're booking training, look for CPCCDE4008 or its newer equivalent version (on training.gov.au, CPCCDE4008 was itself replaced by the equivalent CPCCDE4009 in February 2026). The removal units are CPCCDE3014 Remove non-friable asbestos and CPCCDE3015 Remove friable asbestos, or their newer equivalents. Check with your training provider and the regulator that the course you book meets the licence requirements.
Fees and term
WorkSafe Victoria lists an application fee of $1,307.30 for Class A and $1,113.90 for Class B, paid through Service Victoria. Licences last up to five years, and WorkSafe sends a renewal notice 90 days before expiry. Amendments, such as adding a site supervisor, are free (WorkSafe Victoria, fees reviewed 30 June 2026).
Clearance in Victoria
Victoria doesn't issue asbestos assessor licences. Clearance inspections and certificates are done by an independent person with the knowledge, skills and experience required under the OHS Regulations 2017 (reg 296).
Waste
Licensed removalists moving asbestos must hold an EPA permission to transport reportable priority waste and use EPA Victoria's Waste Tracker (EPA Victoria). See our Victorian disposal guide.
